Could you please unlock the BIOS for the NEC PC-VK22EAZCB, add the Core 2 Extreme QX9300 to the list of supported CPUs, and remove the limit on the maximum amount of memory?

Explain exactly what happens when you try to boot with new CPU.

When I try to boot up with the new CPU, the power light comes on and the HDD activity light flashes briefly, but then it won't boot.
It doesn't even reach the BIOS POST screen.
It behaves the same way even when I install a single 8GB or larger memory module.

It seems that, due to the chipset specifications, it won't recognize memory modules larger than 8GB each...
And it looks like the maximum recognized capacity is also 8GB.
So, please just add the microcode for the Core 2 Extreme QX9300 and unlock the BIOS.

Chipset GM45 doesn't support 8GB SODIMM. So you can use 2x4GB only.
A few motherboards with Socket P can boot quad cores CPUs. It's hardware incompatibility.

For now, since the BIOS does not include the microcode for the Core 2 Extreme QX9300, please add it and unlock the BIOS.
Although it doesn't recognize anything, power is flowing and it's getting hot, so it looks like it would boot up if only it had the microcode.

I can't download the BIOS from the link you provided. So I can't check microcodes inside.

When you unzip the ZIP file you downloaded from the link, you should find a file named “bios.rom” inside.
That is the BIOS file.
The link works here—are you unable to download it from there?
