I want to put my x5450 about 3.6 GHz but my mb multiplier is locked at 9x 333. anyone can help-me?

And post a screenshot of regedit with expanded key HKEY_LOCAL_MACHINE\HARDWARE\DESCRIPTION\System\CentralProcessor\0

Do Load Defaults in BIOS, save and reboot.
Make a screenshot of ThrottleStop (main window) with running TS Bench.

I just turn off Enhanced States C1E, when on, windows just crash at loading (black screen with windows 10 watermark)

All is OK. Your Xeon X5450 works with nominal speed and suitable for it microcode is loaded by BIOS.
