You're right. This bios is completely blocked. Can't even dump bios file via software. As you said, any modyfications only via ISP programmer

I have some questions. When i make myself to try flash bios via ISP can I flash latest modded bios without RSA keys? or I should use bios which wasn't encrypted in the first place?

Save a copy of your BIOS with a programmer, and then you will need to modify it.
Encryption state and RSA keys are different things.
