What do you want to unlock?
For removing WLAN/WWAN whitelist request ask BDMaster, he know how unlock first RSA encrypted BIOS.
If you want change some of hidden settings, please tell us what do you want.

At first, Hp bios let to unlock only one tab at once only (swapping method, for example Diagnostics Tab changing to Power/Debug/Advanced).
Your BIOS is Internal RSA signed but we can try Falseclock method.

To change hidden settings you need give commands in booted window like Hyperterminal.
