I have done some research and it seems that I am not the only one having this problem as some Xeon CPU models appear to be problematic.
It is not clear though what specific Xeon models are supported by cpufrequtils as it is not documented anywhere.
It might be a cpufrequtils support issue, a kernel issue or something else.
I tried to enable/disable intel_pstate at kernel boot parameters modifying my grub configuration parameters but this didn't make any difference.
I will try to do a bit more research but at this point I don't expect to find a solution.
I will also try a different Linux distro using a live USB as my Debian installation was done before I modded the BIOS and upgraded my CPU from Dual Core to Xeon so it is possible that some kernel parameters were missed at the installation time.
