T6600 on Fujitsu Esprimo u9200

I'm looking for a BIOS mod so W10 can perform as desired on newly installed Core 2 Duo T6600. As for now it detects the cpu but fails for load cores (running on 1 core) and the performance is rubbish.

I don't know if it matters but it's running now on T5250

Install your T6600.
Do Load Defaults in BIOS, save and reboot.
Make DOS USB-stick (e.g, by Rufus), download and unzip all files for the modded version of CHECKUP7 to this DOS USB-stick.
Boot from this DOS USB-stick and make a photo of the screen with results.

Download cpu1067A_platB1_ver00000A0E_2015-07-29_PRD_59BF808E.bin, rename it to PEP.DAT and copy it to that DOS USB-stick.
Again boot with T6600 from that DOS USB-stick and make a photo of the screen with results.

do you think it's a bios issue or system issue? Windows reinstall would help here?

Make a screenshot of regedit with expanded key HKEY_LOCAL_MACHINE\HARDWARE\DESCRIPTION\System\CentralProcessor\0
Run msconfig.exe, go to tab Boot, click BOOT Advanced options button, make a screenshot.
