So you need unlocked version of BIOS. Change Dynamic CPU Frequency Mode from Always Low to Dynamic
But unlocking is offtopic in this section!

Hi,
In bios had Dynamic CPU Frenquency Mode in Dynamic mode.
When i turn on laptop cpu stay allways low multiplyer 6X I only can reach 2.8Ghz on throtllestop by reset button.
