Unlocking PCI-e x4 -->PCi-e x16?

Hello,
I have a MSI board 870A-G54 (MS-7599) bought in 2012,which has two PCI-E slots, one x16 speed and one at x4 speed. Is it possible to turn (unlock) the second x4 PCIe-slot to a x16 PCIe-slot by modding the board´s BIOS?

I attached the BIOS downloaded from the MSI-Site.

AMD 870 chipset supports only one PCI-E x16, one PCI-E x4 and two PCI-E x1. Up to 22 lanes summary.
It's the hardware limitation.
