Where to find uefidump.pl?

I've exhausted Google, Bing and Github.. I'm unable to find the uefidump.pl people are referring to. Can someone point me in the right direction of a recent version?

I have a problem with creating uefidump.pl cmd writes "perl is not recognized as an internal or external command, operable program or batch file."

can somebody create and upload for me? or advise why does not work?
