Disable SecureBoot in BIOS and try this mod
Acer Aspire TC-603_backup_Acer21_jie3303.rar
https://www.sendspace.com/file/oxsjs5

unpack and run MOD.exe as Administrator (right mouse click-->as Administrator).
Reboot and check SLIC with Slictoolkit
Post results.
