can change the multiplier at all so only 23.. but can change the BCLK speed to 105 but wont go further

That is as high as you can set the CPU multiplier, per Intel spec's for this CPU.

And their is no way to change that?

No, When Intel sets max CPU multiplier that is all you can get, this is how they sell "K" and "Extreme" CPU's, because they lock all others to certain lower multipliers.

Yours should go above 23 under load, turbo multipliers up to 30 I think it said. You may need to get correct CPU microcode and ME in there for it to work properly, search around for Xeon V2 and V3 on your board and see what everyone says. Sometimes there is mod you can do for max turbo multi always, but not sure on this board or V3 CPU. I'll look around right now too.

I checked Asrock site and there is 6 E5-2650 compatible (4 x V3), so no mod needed for this CPU. Make sure you are using latest BIOS

Here is thread with lots of links/info on max turbo for Xeon X99, someone in post #5 shows Asrock Extreme6 board with E5-2690V3 max turbo, so it should be possible on your board.

See above links, read all info, and then also see page 1 and 3 here, this is something you have to do on your end
https://forums.anandtech.com/threads/wha...647/page-3

I can remove the microcode from the BIOS for you, but rest is stuff you have to do on your end, lots of tinkering is involved.

Bclk above 105 is probably ME or microcode issue, but since this CPU is compatible with the board by default it may be due to your BIOS not having a good ES Microcode in there, what stepping is your CPU? I will check BIOS for you, and if no ES microcodes I can put one in there for you if you want to try. That might help with bclk, not sure, but it will not allow max turbo multi, you have to remove microcodes for that and do all the other stuff
