Have you got spare HDD/SSD? If so pls reinstall Windows on a spare, and see if Turbo is enabled.

Turbo is enabled with NEW.ROM and Microcode 27
But now is the Multi 25 x , Target was to get a all Core Turbo at 30 x

0x1AD (MSR_TURBO_RATIO_LIMIT): 0x1E1E1E1E1E1E1E1E
0x1AE (MSR_TURBO_RATIO_LIMIT1): 0x1E1E1E1E1E1E1E1E
0x1AF (MSR_TURBO_RATIO_LIMIT2): 0x000000000001E1E
You can use RWEverything for it. Try portable version.
Press CPU MSR registers button, press User list button or F5, type a=0x1AD, press Add, type b=0x1AE , press Add, type c=0x1AF, press Add, press Done.
