Yes, it is safe, it changes a parameter. nothing more. doesn't reflash bios.

EDIT: I tried it, but when i tried to run the file in DOS, it said it was not compatible with my system. So.. is there a file that would be compatible? I have a HP Envy 14, InsydeH20 BIOS F.23.

Don't know, every pc is a different world, maybe the utility for yours was not leaked yet or it simply does not exist.
