Its potentially a great board as a the Realtek GB LAN is W98 compatible, the USB should work with NUSB in W98 and add a PCIE CMI8738 or PCI Soundblaster and you have a great little retro PC

Would be even better if the BIOS unlocks any OC (even just FSB adjustments) and if it was updated for Xeon microcodes... Then it would be perfect....

I've done Xeon microcodes before (forget how) but never touched unlocking hidden options like FSB adjustments

I've included the original 1.00 BIOS but also the Dell BIOS update 1.08 (but I cannot find the BIOS inside the EXE)
