Dell g15 5510 bios unlocking request (i7 10870h , RTX 3060)

hello guys , first of all , im totally new to bios modding , and i have very limited knowledge about it . 
so basically dell messed up something , cuz my laptop was behaving perfectly fine the day i bought  , after each bios update it messes up more with the laptop performance . recently i started to notice that my laptop stutters and there some frame drops , i did invistigate into it  and i did monitor the performance , i noticed that there is some kind of throttling happening to the laptop . i did clean the laptop and redo the thermal paste , made sure my power adapter and battery are good . still there is throttling happening , i downloaded throttlestop to see what could be the issue i notice a very weird behavior . BD PROCHOT throttling happening once every 50-100ms and goes off repeatedly (this happens only in cpu and gpu power hungry programs (both at the same time) ).
i contacted Unclewebb (the author of throttlestop) he told me its weird he never saw anything like this EVER, he told me that this is not caused by a genuine reason to throttle since the temps are fine . he said that this might be a sneaky way dell decided to introduce this kind of throttling maybe to stop using the " Dell Hybrid power" mode. and he told me just to disable BD-PROCHOT from throttlestop and ill be good to go . and it actually made the laptop get back to its original state of performance .
but i was wondering is there a way i can actually fix it from the root probleme , you guys would know better than me . 

basically i want to disable BD PROCHOT from bios
