The foxconn bios does not support xeons? I did check a Xeon in an actual h61mxe, and it did not post. Black screen and CPU fan full speed. Does that apply to the hp 3400 with foxconn bios or just my board?

Explain exactly what happens when you try to boot with new CPU (Xeon).

From what you've described, it could be either a BIOS limitation or a compatibility issue with that specific board. I'd check the BIOS version first, since some OEM boards never added Xeon microcode support even if the chipset is compatible.
