About your request items ,i have researched it a while ,below was i found out on the AMIBCP.
1. FastSpeedPlus SCL Low
You can found some options that name like Serial IO xxxx Settings under PCH-IO Configuration >> SerialIo Configuration ,you can find option "FastSpeed SCL Low" under these Serial IO xxxx Settings.

2.SpreadSpectrum
I only found "RFI Spread Spectrum"  and "PCIe Spread Spectrum Clocking" regard of Spread Spectrum in the bios , PCIe Spread Spectrum Clocking already disable by default. If you want to unlock RFI Spread Spectrum and its sub-item ,you have to provide me more screehshots after firsr time unlocked bios.

3. Disable Per Bank Refresh
4. SelfRefresh
You could find "Per Bank Refresh" ,"SelfRefresh Enable" ,"SelfRefresh IdleTimer" under System Agent (SA) Configuration >> Memory Configuration

5. Refresh Watermarks
Nothing found in the bios.

You can found most hidden options are under two tabs ,PCH-IO Configuration and System Agent (SA) Configuration ,so i decided to inject these two tabs to currently f3 bios. Below is i need things.
(a) Make a bios dump with this tool then attach the file. (Run dump.bat as administrator)
(b)Please capture screenshots under Settings >> Plarform Power , Settings >> IO Ports and Settings >> Miscellaneous

1. Try this mod then respond to the result.

2.After the mod re-flash successfully ,check the IO Port tab again.
You should now see three new tabs appears. They are CPU - Power Management Control , System Agent (SA) Configuration and PCH-IO Configuration

3. You can find option "High Precision Timer" under PCH-IO Configuration tab.

4. Option "Per Bank Refresh" is under System Agent (SA) Configuration >> Memory Configuration

5. Options "SelfRefresh Enable" and "SelfRefresh IdleTimer" are under System Agent (SA) Configuration >> Memory Configuration >> Memory Thermal Configuration >> Memory Power and Thermal Throttling

6.Something are still hidden ,i need more screenshots.

I could not find the "SpreadSpectrum" parameters

I have mentioned ,only "RFI Spread Spectrum" and "PCIe Spread Spectrum Clocking" included the keyword Spread Spectrum at this bios.

Option "PCIe Spread Spectrum Clocking" is under System Agent (SA) Configuration >> PEG Port Configuration and it's the last item. Because it's disable by default ,so you don't need to note it.

Sub-menu "RFI Spread Spectrum" is under CPU - Power Management Control >> CPU VR Settings
So ,now do you understand why do i let you to capture these screenshots ? Because they are still hidden.
