Is overhitting so the bios is turning off the computer. This happened with multiplier at 13,12,11.

So it's not BIOS problem. I recommend to install new CPU: i5-5x0M or i7-6x0M.
But to check support for them make current BIOS backup by Universal BIOS Backup ToolKit 2.0

Yes, otherwise thermal throttling reduce CPU multiplier.
