HP ProLiant ML150 G6 server - CPU microcode update

I was recently given this server, and have been updating it to a more robust state.  It is based on the Intel Xeon 5500 series CPUs.

It currently has the Xeon E5504, 2GHz, 45nm, 80W TDP

I am trying to upgrade to Xeon W5590, 3.33GHz, 45nm, 130W TDP

When I install the W5590, the system powers on and fans go to full speed, and then it begins flashing the "system health" light on the front of the tower, which is normally solid green, it now flashes red, and the system will not post.  I can instantly swap the E5504 back in and it boots fine.

Processor family is consistent specs/voltages across current CPU, Max recommended CPU by HP, and the W5590 I want to use, the only difference being the chip I want to use has the 130W TDP versus the 80W TDP on the current and recommended CPUs.

Can the CPU microcode be enabled in the BIOS to allow the W5590? Does the BIOS know I only have a 430W power supply, and expect to see the 750W optional power supply to enable this upgrade?

P.S.  I forgot to mention this is a dual socket board, currently only using 1 socket for the E5504, but I plan to run both sockets with a W5590, if there is a successful BIOS unlock for them.  Don't know if that makes any difference to the BIOS coding or not.

E5504 and W5590 have CPIUD=106A5. They use common microcode, so it isn't microcode's problem.
Can you try to boot W5590 with more powerful PSU?

I think it has to be a server specific PSU for this series, I am looking at 750W on Ebay right now.  As far as the download link, try the second link on that page, The one under "Download", not the one under "Browse"

If that link still won't work, let me know. I can put it up on me OneDrive and link it to you.

Sorry about that, HP Enterprise requires you to buy a service contract to get BIOS updates, even for an out-of-warranty machine, and the cheapest one was $230!!  So I found through forums, a mirror site of their FTP sites.  This is the last and latest BIOS update for this server from Nov. 2014.

I've uploaded it to my OneDrive for you.  It will self-extract and create the BIOS files for you in a directory, there's like 7 files total.

I've unpacked the file CPQO2102.632!
Your BIOS have microcode CPIUD=106A5 version 11, date 04/14/2009. This version of microcode is used by BIOS 2.40 for ASRock X58 SuperComputer with supporting W5590.
Please tell S-spec of your W5590.

Ok, so what do you think? I have 2 of the W5590's, and I've tried them both in the socket #1, and I get the same thing from either one, as I do in the original post.

Do you see anything in the BIOS code that flags for PSU rating of some sort for the higher TDP CPUs?  I have to believe that in 20+ years of working on and building PCs, I've never seen the PSU "report" to the BIOS if it was a certain rating or not.  Possibly a current/amperage flag?
