MXIC MX25L6406E / W25Q16 2MB File = (not winbond as we can see 
) = some BIOS Data, possibly part of a recovery system (Or block change/recovery)
But, this may also be not valid, it's data but could be incomplete if your identification of the chip ID in person is correct (Can't read either in the linked image), if it is then dump should be 8MB also.
Never rely on what programmer chooses, pick correct ID unless you know other needs selected from past experience (I know the below ID/software is what works for that chip from past experience). For this chip try pick exact ID, if you still run into issues I'm sure I have this chip around so I can test and figure out if need be what works best (But only CH341A sorry)
Winbond_W25Q64FW 8MB file = all FF's / Invalid dump, try again but choose Winbond_W25Q64BV as the chip ID and use software 1.30. Sorry! Just realized you said flashcat, I guess the CH341A software will not work for that.... Not sure what to do there, except tell you to try again and if either chip is actually this ID try BV instead of FV
Please look close and get exact ID's off the chips, W25Q16 is not a full ID either, what is this chips actual full ID? Post some more images if you can't be sure, from a brighter room, without flash, and larger images would help too. Don't increase resolution with software, I mean don't crop smaller if you currently are doing that, put in zip if large files.
