Clearing CMOS or clearing RTC does not unlock BIOS settings, this only resets any BIOS changes you have made and resets date/time.
What you want is unlocked BIOS, this has nothing to do with clearing CMOS or RTC, or jumpers etc.

What is your goal here?  You confused me with this last comment you made >> still unable to adjust clocks and timers

Are you trying to change the clock (Time)?  Or are you wanting to overclock?  

Do you have flash programmer to recover if failed BIOS flash?  This is hardware tools, like CH341A and SOIC8 test clip cable?
You probably will need this to flash modified BIOS, usually with HP you cannot flash mod BIOS using stock tools.

I am trying to overclock the cpu and adjust my ram timers.

hp.com support will not list bios download. only that there is no update needed. I did find this: The 6.09 BIOS is a Service pack (sp49851.exe). please advise.

from the pictures of my bios screen in previous post supervisor password is disabled. is this not the password that is locking?
Also, the green jumper is not in the same place in that picture as it is on my board. blue(1.2) open(3.4) green(5.6) in picture green(4.5)

None of this has anything to do with unlocking your BIOS, if it could even be unlocked that would require someone to modify (hack) the BIOS and for you to then flash or program the BIOS back into the board.

To answer your question again, there is nothing you can do on your end to unlock or reveal any hidden settings in the BIOS, if there are any, that has to be done by someone else. About the jumpers, I am not sure, your image is backwards from the ones you posted above the actual ones.

I don't know if the sp49851.exe file you mentioned is a BIOS update or not, you did not give link so I cannot check it.
I found it online, and yes that is BIOS 6.09, the latest for your system. I checked this BIOS, and there is only a single setting hidden from you (Language option), all other settings are visible to you already.

Latest BIOS is 6.11 Rev. A: sp57391.exe.

Thanks DeathBringer, I checked for new settings, all same as I said above.

Maybe neither of these BIOS for his board, I see a lot of confusion and discussion on what's what on HP forum. 6.09 says ALO6, this BIOS ALV11, unsure what naming scheme is or what BIOS can be used with which boards (Foxconn or HP) BIOS ID tags do not match either, but since this is so old that could simply be due to different BIOS versions. Also 6.09 has base board ID 29A2, 6.11 has base board ID 2AB1. So probably, before he flash anything, if he updates, he should dump BIOS so someone can check his actual onboard BIOS ID's to verify which, if either of these can be used on his board.

Clearing the PASSWORD settings
The BIOS password is used to protect BIOS settings from unwanted changes. If you have forgotten your password you may use this jumper to clear the password settings.
To erase the BIOS password follow these steps:

1. Turn OFF the computer and unplug the power cord.
   
2. Find the password jumper.
   
   
3. Move the jumper to pins 2-3.
   
   
4. Plug in the power cord and turn ON the computer.
   
5. Hold down the F10 key during the startup process and enter BIOS setup to change or clear the password.
   
6. After changing or clearing the BIOS passwords, remember to reset the jumper to pins 1-2.

fairchild mos sticker in front of H-rs880, no foxconn identifiers at all. foxconn does not recognize this board when using their dropdown menu.
i have downloaded amd overdrive after moving password jumper and am now able to adjust memory timers. before green jumper moved i was not able to do anything.

Thanks for your help, now i need to do more research and figure out what to do.  i have no advanced mode in overdrive so have to do it the old fashioned way.  but at least we are making progress.
auto clock feature does not work in overdrive, no ability to adjust front side bus.

Yes, this is common thing for OEM's, Foxconn, Asus etc make boards for OEM and they don't recognize them as their company anymore, common practice.

I don't see overdrive, memory or FSB options in your BIOS, show me an image of your BIOS where you are changing memory speed.

i am not doing it bios, amd overdrive memory timers are now dropdown menu's. i have not tried to change them yet
