Bios mod can be flashed using SPI-programmer+SOIC8 clip only

Hi. I keep seeing "Your bios is rewrite protected...you need SPI-programmer+SOIC8 clip only...check your PM". I'm guessing my laptop will not accept a revised BIOS update until I buy this?
