That's right, if you compare the files from the archive, they are identical. Even the ".sig" files are not removed. So this can't be a mod.
I can try to make one.

UPD: Please note, this is not possible without a HW SPI Programmer. Based on the results of modding similar bios, I could not remove all restrictions on installing mods by HPQFlash utility. This applies to all versions above F.20.
