In bad case you can flash file OLD.ROM by your hardware programmer.

that would be a problem.  there's no onboard graphics card.  at a minimum it needs the GPU

No.  Just a solid black screen that says Lenovo, identical to on my T440 laptop when you set it EFI mode and completely disable BIOS and CSM.  Checkpoint code on the board is 04.  Computer is non-responsive.  I've tried removing CMOS battery and clearing CMOS using the jumper.

I think I found the BIOS chip, its on the bottom left corner of the board under the last PCIe slot.  It's an 8 pin MXIC 25L2006E.  Unfortunately my hardware programmer isn't reading it with the chip with the clip, so I think if I have any hope of reviving this board I'm going to have to desolder the BIOS chip with a heat gun.

Does it occur with Sandy Bridge-E or Ivy Bridge-EP CPU?

25L2006E is too small for 8MB BIOS, it has 256KB size. Try to find other chip.
