Try flash from PURE DOS.
- Create USB-bootable
- Copy 3 files into USB
- Boot to DOS with USB-bootable
- Type: autoexec.bat

Created Win98 DOS Boot disk via HP Format Util. (1GB USB stick)
Put files in /boot/ folder
Ran: /boot/autoexec.bat
EDIT: Forgot to mention ...Ran it in DOS, after booting from it

Result is shown on screenshot above :/

Try flash original (non modified) bios.

Just got it working. reformated the stick, and put the files on it again, this time it went through without any problems.
