Set Turbo Boost Short Power Max & Turbo Boost Power Max to 25 W.
Run Stress test->Graphics stress test and Stress CPU in CPU-Z simultaneously.
What's type of throttling in bottom right corner of XTU become yellow?

Quick update. No more power limit throttling.
At 92C it starts thermal throttling but stays at 10W.
I guess I need to attach usb fan.

OK. TDP is unlocked. But your CPU is overheating. Current limit (in Amperes) isn't needed to remove.
Remember: do setup_var 0x23 0x0 after BIOS resetting to defaults.

OK. One last question
Can I use this pc as I want or are there any restrictions?
I mean I can use bios. Edit settings like boot order etc.
Can bios crash?

You can edit any settings in BIOS without fear.
But if you do Load Defaults then TDP lock will be set again.
