Request for SliC 2.1 Mod DELL INSPIRON 5150 Laptop

I've been looking everywhere, I have read this can be modded but have yet to find one, i realise this is an old p4, but it is being given to someone less fortunate

-Manufacturer: Dell
-Motherboard Model: Dell Inspiron 5150
-Bios revision: A38
-Bios Type: Phoenix BIOS

Wondering if this is even possible with the type of bios it has?

note when attempting to run the file I get access denied make sure your an administrator,
I'm not sure what the issue is as the only account at this time is the administrators account,
it also gave me the error message on a different pc that is an administrator account as well
just to test if it would open. The original A38 bios i can flash no problem so i am not sure
what the issue is?

Tried to run as Administrator (right click ouse then run as Admin . . .)

tried the right click run as administrator and also changing in properties to chose administrator still gives the same error, even went in to enable the hidden administrator account and that didn't work as well, also tried running in xp mode and that did not work

Can you explain how the rw everything report is broken
I followed the directions to the letter, plus this is not the
first time i have requested mods, i do know that this particular
bios does not have a slic table so i am wondering if that maybe
the issue from the original bio's to the modded one?

I finally managed to get it to install have not verified upgrade to slic 2.1, windows 7 was the issue as it was past expiration of the trial i redid xp, and it then installed the bios, will update after Windows 7 installs.
