ec id check failed

Hi all, I am one stumped man in Ohio. I have a Toshiba Satellite C55B-5362, that I have been tasked with wiping out the previous owner's data and selling. I put an SSD, and Windows 10, version 22H2 on it. The bios currently on the machine is 1.40. The problem I am having, the nic card and USB 3.0 ports are not showing up. I see there is a bios version 5.1 available, but when I run the .exe downloaded from the Toshiba website, I get "EC ID check failed." Will someone please shed some light on what this means, and how I can fix it? I do not want to sell this machine, with three of the USB ports not working.
