i7 2860QM how to raise power limit?

Hi.
I just upgraded from i5 2340m TDM 35W to i7 2860QM TDM 45W. All is working fine except during stress test the clock multiplier stays capped at x28 which is 2.8MHz and power draw stays around 35W so it seems the motherboard is limiting power draw. On various websites it reads it should go to 3.3MHz on all 8 cores stressed.
What is the best way to go about raising power limit.

Go to BIOS and do Load Defaults, save and reboot.
Make a screenshot of ThrottleStop with running TS Bench.

Just did the BIOS settings reset to default and here's the screenshot. 
(When I tested in Linux with GPU-Z it runs on 3.4GHZ on up to 4 cores and then as I add the cores speed gradually reduces to 2.8 on all 8 cores.)

Seems the same.
TRL and TPL seem to have a lot of settings locked.

This motherboard has two phases VCC_CORE only.
So your problem isn't related to BIOS.

Is there a way to increase power? There are two 2R2 resistors, PR212 and PR218. Is changing their value going to help?
