May be you could help to restore PC with old processor? It can not boot with it too.
No. I don't have the solution for this problem.
You can try this algorithm:
1) disconnect power cord
2) disconnect all HDDs and optical drives
3) remove all DIMMs and CMOS Battery
4) install new CPU
5) wait 10 mins
6) press and hold power button for 30 sec.
7) install CMOS Battery and one DIMM only in first slot.
8) connect power cord and try to power on.

Better stock version from HP with ME.

DeathBringer, it's me again.
Iliya_Gerasimov kindly sent me a couple of motherboards (thank you very much, Ilya), becuse I could not find a way to start my patched board neather with old nor with new processor.
1. I updated BIOS from 1.04 to 1.26 version
2. Had ran flashbin with your patch after booting DOS (with disconnected HDD and with old procesor) (see attached photo)
3. Connected HDD and start windows with old processor - all works
4. Changed the old processor to Xeon
5. Now I have the 1801 Microcode update error and crasy fan working on maximum speed.
6. I may start windows and all works with the Xeon X3363, but the fan speed is unacceptable.
What is wrong? It seems that microcode was not updated. But you can see on the picture the result of running flashbin.
I tried to run flashbin twice and both times I had the note than I am updating microcode from 1.04 to 1.23.
