Oh it's not fixed, i get still the same bug after cold boot.
I think yesterday the board was not completely discharged after plugin off PSU and in. Blush
I test it a few times and now i know how to reproduce it every time, so it would be nice if you can take a look on that again.

And something other, i played around with the Bus Speed and look at the behavior of the CPU. Maybe it's a power target thing.

Open Device Manager, click View at the top of the window, click Device by connection
Select top of tree and press * on numpad to expand all.
Find your graphics card in expanded tree and make a screenshot with your graphics card and its parents.

Some result of analyse.

Intel® 7500/5520/5500/X58 I/O Hub PCI Express Root Port 7 - 340E:
bus 128 (0x80), device 7 (0x07), function 0 (0x00)
Vendor ID 0x8086 (Intel)
Model ID 0x340E
Link width 1x (max 16x)

PCI to PCI Bridge:
bus 133 (0x85), device 0 (0x00), function 0 (0x00)
Vendor ID 0x1022 (AMD)
Model ID 0x1470
Link width 1x (max 16x)

PCI to PCI Bridge:
bus 134 (0x86), device 0 (0x00), function 0 (0x00)
Vendor ID 0x1022 (AMD)
Model ID 0x1471
Link width 16x (max 16x)

Radeon RX Vega
bus 135 (0x87), device 0 (0x00), function 0 (0x00)
Vendor ID 0x1002 (AMD)
Model ID 0x687F
Link width 16x (max 16x)

So the problem in the interaction of PCI Express Root Port 7 (Intel, DEV_340E) and PCI to PCI Bridge (AMD, DEV_1470)
