Thank you for your support but i couldnt dump my gpu bios with GPU-Z because it was saying that "bios reading not supported in this device". 
Thats why i tried to solve my issue in BIOS

Thanks for info, I will grab vBIOS from BIOS and check then. But, before that, in GPU-z, do you have only single entry in bottom drop out menu, or two? If two entries, did you try to dump both, and get same message? Please post GPU-z image too, thanks

Thank you so much i changed  a little (temp target and max temp target values and fan settings) i wish my computer wouldnt effect negatively

My gpu was underclocking around 80 celcius and it was a low temparature to underclocking itself i think. thats why i needed to change temp limits of my gpu

(I applied the bios settings but my gpu still starts underclocking itself aroung 80 celcius, i dont know what to do but thanks for your helps)*

I see what you mean now, I think you lowered that temp, so it will downclock sooner. I assumed if it was overheating you could raise the fan speed, and raise those limits you mention not lower, and then maybe also lower voltages too. 80C is hot! I could make that more for you

Do you want me to try and make one that might be better for you, only adjusting the fan speeds for now, if that does not help we can try little lower voltage?
Here, fan speeds and TDP/Power table (Def) adjusted a little bit (edited vBIOS included so you can check settings)

I think it would better if would redone my thermal paste. But for now i want to make do with software methods. I wonder what my gpu performance would be if i lower my gpu voltage.
(I tested with the bios that you updated the fan settings but the results are so similar, i think i should redone the thermal paste. Thanks for your help)

Test above BIOS I made and see if that works better for you. Lowering voltage will help, but how low you can go you need to first find out by testing GPU benchmarks or games you play and at the same time lowering voltage with software to see how low you can go before it gets unstable. Then once you find a good lower voltage you know is stable you can set in vBIOS.
