locked Bios unable to flash

Hi there, I have an old dell e6430 latitude laptop and the board died so I managed to track down another one transferred everything and upgraded the i5 3320 to an i7 3610qm

now everything works and looks good that's when i ran into the problem i went to update the bios and found the following no F12 bios update option
using Usb dos boot method i found the following (log from it)

Now laptop restarts but doesn't actually flash seems that because there is no manifest in the bios that it doesn't flash?
is there a way of forcing the flash? or some other work around as it's stuck on a18 and can't put anything on tried from a19 threw to a24 same thing even tried hirens usb boot and flashing from there same issue starts program, prepares it restarts but then doesn't actually do the update?

any help and or information would be great even if i can somehow extract the old dead boards bios and put that over (dunno if that would help)

I think you can create a bootable USB drive with the BIOS update files and use it to update the BIOS. To create a bootable USB drive, you can use a tool like Rufus to create a bootable USB drive with the BIOS update files. Be sure to download the correct BIOS update files for your Dell Latitude E6430 laptop from the Dell support website.

tried Usb with rufus, tried even a formated usb with old ms dos 6.22 to even flash it same problem doesn't actually do the bios flash does all steps inbetween and does the restart to do it but no cigar.

even went and got a usb ch134A with clip flashed it using the software with a a24 bios u52 and u53 image (4 and 8mb chips)
went to use dell factory bios flash update but again no cigar seems for some strange reason it seems this board even tho it was new no even service tag in bios has some sort of bios lock
