To additional check bit3 in register FDVCT(Offset Address: E4h–EBh Feature Vector Register (LPC I/F—D31:F0)), 1 - mean hardware(no BIOS software) disabled.

what program to change the bit so that is fake ahci?

I don't know which programm can change this in read-only(RO) registry, so as hardware if it can doing working in AHCI mode(have some builtin "transistors") begin work.
