Yes this is what im at now blind to A02, Im not using A03 at all an throttle still there

Yes as far as i can tell, im only using 3dvantage to test but my temps dont no pass 66c i heard 3dvantage is slowed by nvidia.

What are ppl using to test for throttle? I do some research here on the best program to test for throttle.

In the meantime throw A02 over for testing as well

You can use furmark for testing the throttle .
also , what was the throttle temp before you start flashing the modified bioses , was it below 66 !!

No the temp was always around 73 before throttle kicked in. The test i just did was from cold boot so the temp never passed 66 and throttle was detected at that temp which now make me suggest that it could be a power issue not so much temp.
Please note i am using the modded 0.92v gpu standard was 0.87v

the ALIENWARE 17XR3 users had used furmark with the 580M GPU to test throttle and they reported the results , i think the furmark is safe .....i just need to knew the throttle temp using a trusted application like the furmark .

Its 79/80 SET BY DELL - Nvidia own card limit is slighly higher for saftey of course, but Dell's set this in the bios way to early
