I have a similar, maybe even the same laptop (an515-45-r3hb, ryzen 5 5600h)
I've always wanted to undervolt it because it sits at 90C and it would benefit a lot from undervolting. It has always frustrated me that it is locked to undervolting.

I've wrapped my head around a lot until stumbling on bios modding.
Is there any software way to flash or do I have to hardware flash it? 

I don't mind hardware flashing, it sounds even simpler for me. I was thinking about ordering this thing and dumping the bios so I can upload it here and reflash it modified. It helps because it looks like I don't have to desolder the bios chip as it has a clipper in the set, I don't have the gear to solder at this scale. However one of the reviews says that it doesn't work at 3.3V which seems like a problem, I've found the bios chip is at 3.3V not at 5V. Might need even lower than 3.3V? @Dudu2002 said 1.8V, I'm stuck.
