1.Sorry ,i don't understand about ubuntu ,nothing to advice.
2.Do you ever think to use other version GRUB try to boot ,or other methods to changes variable??(such as ru.efi or amisce) i've told you two way ,now add two.
3.Have you been test re-flash mod bios??

I have a similar machine to yours, G712LV. There is a way to undervolt it via RU.EXE + RU.EFI but you have to it every time. I was on BIOS v308 and on that it was saved but overnight 2 days back my BIOS updated to 314 and now you have to do it every single time to undervolt via ThrottleStop. It will stay for that boot but when you reboot/shutdown, you will lose the undervolting capability and will have to it all over again.

If you only need to do cpu undervolt in this model ,i will recommend
you to adjust "Core Voltage Offset" under Advanced tab => Voltage Configuration in the bios , it's safe to do undervolt on asus intel 10th gen laptop.
I know it's has -80mv restriction ,if you're interesting with it ,i can do a mod for you to break -80mv and more ,i feel the safe undervolt range is in -100mv~-140mv.

There is this overclocking lock I can disable but it resets after every reboot. On earlier BIOS my sweet spot was -0.120 and it was perfect.
If you break the overclocking lock, then you can do it via throttlestop straight from windows. I dont know why it keeps resetting now after every reboot/shut down.

I am able to disable the lock so it works for that current boot but when I shut down or reboot I have to do it all over again

You're mistook ,i don't mean to break the "overclocking lock" , please enter to bios then go into Advanced => Voltage Configuration ,then you can see "Core Voltage Offset" ,you can adjust its value to do cpu undervolt , but this option has restriction for -80mv ,i can break it.
First make a bios dump with this tool then attach ,i'll check it and edit a mod for you. (run dump.bat as administrator)

No no I got you but I was just telling my issue I face currently. Is there a reason settings reset after a reboot? It didnt happen on earlier BIOS version.
I dont mind the core voltage unlock either.

1) You can test "Core Voltage Offset" in the bios then tell me if it's available.
2) Do you mean that "Overclocking Lock" is enable automatically when every re-boot ,if yes ,it's affected by another option name "Overclocking Feature" .The option is in order to extend full oc menu ,when you enable it the oc menu will appear fully ,but as long as you enable it , "Overclocking Lock" will auto enable on every re-boot ,then Throttlestop and Intel XTU will deactivate. But if you disable it ,you can't see the oc menu.
