I was wondering if I could get my BIOS unlocked, white list removed, and possibly get some overclocking options for my computer.

Your bios produced after JAN, 2012 so it is internal RSA signed.
You may try to find your bios here

Just find on HP site all previous version and copmare with it. You have a risk to get bricked laptop. I strongly recommend you to save bios dump before flashing.

WLAN Card Whitelist remove HP Mini 110.
No overclocking options.
