I've now tried six different bootable windows discs including 2 recovery type ones, but none of them will boot in this server. Only dos and linux boot

It's MX25L12805DMI-20G.
Try to use Intel ME System Tools v5 r1, but with file fparts.txt from Intel CSME System Tools v11 r6.

Is there such a line in the file fparts.txt on your USB stick with native DOS?

1. Take USB stick and format to FAT32
2. Create directory structure EFI\Boot
3. Download and unzip bootx64.7z
4. Put BOOTX64.EFI to Boot directory.
5. Boot from this USB stick
6. Run command: setup_var 0x82
7. Make and post foto of the screen.

Have this motherboard any jumpers for BIOS update access?

1. Take USB stick and format to FAT32
2. Create directory structure EFI\Boot

4. Put BOOTX64.EFI to Boot directory.
5. Boot from this USB stick
6. Run command: setup_var 0x82
7. Make and post foto of the screen.

I tried this, but it says boot failed. I've been using tools like Rufus to make bootable USB. Just making the file structure won't work.
