Aaaah... I know why, its because I was testing it with E5450 when I was writing the post Smile Updated BIOS, then swapped E5430 out of my Desktop and put E5450 into Desktop PC. I had A07 bios before and it gave me crazy fan speed with E5450 + error for unknown CPU.
I didn't realize that some steppings are present in original BIOS and some are not.
Please tell S-spec of your E5450.

it is SLBBM
SLBBM is Xeon E5450 stepping E0 with CPUID=1067A, package Socket 771 LGA (platform ID = 6h). Native BIOS hasn't microcode for it.
I can try to make a mod with BIOS version A07 & a flasher from A05.
It explains me everything now. Thank you very much for help, I really appreciate it.
Death bringer could you try and make that A07 file?
My bios is already at A07 and when i try to flash it with the file posted here it says it fails some security checks.

Trying to install it in a Dell Optiplex 380.

Tried the mod in Both Windows 7 and Freedos via an USB stick.
Every time it says :
Bios update failed
it fails several consistancy checks.

I have even tried with. /forceit in the command.

Then it fails at the verifying stage.

Hope this makes sence
At first try to flash original A05 version. Then try to flash my mod.
