i prepared usb and booted to bios. its finish with erasing all block...done, updating all block ..done and verifying all block ... done 
what should i do now ?

Reboot and check with old CPU.
Then try this algorithm:
1) remove AC jack, Main Battery, and CMOS Battery
2) remove HDD and all DIMMs
3) install new CPU
4) wait 10 mins
5) press and hold power button for 30 sec.
6) install CMOS Battery and one DIMM only, inject AC jack (without Main Battery!)
7) try to boot your laptop.
P.S. Did you checked your new CPU in other laptop?

I did everything you said. However, the computer still does not turn on. The processor is receivingm electricity and heats up but the processor fan does not work pc. waiting on black screen.

Check new CPU on other laptop. It maybe is dead.
