Load the microcode by BITS before Windows start, as I wrote. And check CPU speed in Windows.
After microcode loading make and post a screenshot of regedit with expanded key HKEY_LOCAL_MACHINE\HARDWARE\DESCRIPTION\System\CentralProcessor\0.
