Need help unlocking a Panasonic CF-19MK6.

I have a Panasonic CF-19 MK6 with BIOS password.
I am able to boot to Windows and DOS.
I can read the BIOS and create a .ROM file in both Windows and DOS.
I know the location of the Password within the NVRAM.
2 locations.
I can then zero out the password without changing the .ROM size.
But when flashing the new BIOS it errors out when trying to write to the NVRAM where the password is located.
Even if I try to flash the original BIOS .ROM file it errors out the same way.
Does anyone know the DOS commands to override this?
There was a command for older versions that would override sll protections.
