Can you flash this BIOS by hdr or rom-file, without exe-file?
Because the last chance is patching the bootblock.

I think you need Dell Client Configuration Utility, but I'm not sure if it's compatible with your system.


BTW: Boot with your old CPU with modded BIOS, make & post a screenshot of regedit with expanded key HKEY_LOCAL_MACHINE\HARDWARE\DESCRIPTION\System\CentralProcessor\0

Just loaded DCCU.  Looks like it creates a BIOS exe from a HDR.  Not sure that is a step forward.  Got usual "success" messages when loading exe mods from within Windows.  Screenshot attached.
