X79 v2.72 motherboard Bios

1. I bought a Chinese X79 motherboard + e5-2640v2 recently. But the board reports only half the memory (8GB instead of 16GB).
   
   Bios is listing quad channel but the board is only dual channel. If i load all four dim with memory stick, there is no display. So using
   only two sticks (right hand side).

   Board has dual channel and has totally 4 ddr3 ram slots only .But the bios screen displayed the following config (12 slots) which was wrong.

   So re-flashed with a new ROM (meant for V2.72) but lost USB3 and again system reported only half the memory.

   System is working but with half the memory. How to resolve the issue? is it bios problem?
