I found an F5 modified version on a random site, and I was able to get it to install. It came with a Dell certificate and Dell slic. I am really just having all sorts of trouble with the F5 version with my memory timings and overclock etc. I have been running version F3a for a long while with no issues. They have version F3 on the gigabyte site, but I had issues with that as well. I am going to attach a copy of my F3a bios.

If someone could insert slic 2.1 info, It would be great. If it could be Dell info, that would be better, but anything will do. I am trying to figure out how to do it, but I can't seem to find a great location for instructions. I found a util called cbrom, but that is as far as I have gotten.

Well, I may have found what i need. I am testing it now, but I may not look back here, so I will post what I found.

I found a version F5 posted by nojuan999. It is slic2.1 (Dell). I used this to install win7 and activate. I just have trouble with version F5 in general.

I found something called 'awardtool' on another forum. I used it to mod my version F3a. I am still just testing the bios in general, and I have not tested it for windows7 activation yet. I am attaching 2 files, the nojuan version F5, and my version F3a. If I remember, I'll write back later to confirm if it works. I do not plan to run windows 7 for a while so I may not get back here anytime soon.
