Very stripped down version of BIOS, missing hardware monitor and various settings. Cheap motherboard but with more options unlocked, can be very useful. BIOS attached, dumped with AFUDOS, thanks in advance for the help

You were correct, very limited BIOS, nothing much to really enable that's not already visible to you. Open BIOS with AMIBCP 3.51 and you can see all settings

1. Enabled "Video Memory Size" @ Advanced Page (This may have been visible to you already, but grayed out)
2. Enabled "C1E" @ Power Page
